When Sitting Idle Is the Right Answer

Plant managers and Operations leaders tend to have the same instinct...If a machine isn't running, fix it. If a person isn't working, find them something to do. If a team has slack, fill it.
It's the instinct that built modern operations. It's the instinct every supervisor, plant manager, and director was trained on.
And in most operations, it's exactly what's preventing the business from flowing.
The Step Nobody Actually Does
If you recall from our Flow Solutions Training, the third of the Five Focusing Steps is to subordinate everything else to the constraint. Subordination means non-constraint resources do not run flat out. They run to support what the constraint needs.
That sentence is easy to read, but not so easy to do.
Why?
Because every habit, every metric, every policy says "stay busy." Idle people make supervisors nervous. Idle machines make finance nervous. Idle teams make managers look bad.
So even after a company correctly identifies its constraint and starts to exploit it, they quietly let the non-constraints keep running the way they always have. Material gets released too early. Departments push work to look productive. Non-constraint utilization stays high. And then they wonder why the flow didn't improve the way they expected.
Hartsfield-Jackson: Subordination Hiding in Plain Sight
Think about a major hub airport. Hartsfield-Jackson in Atlanta moved over 106 million passengers in 2025. It has been the world's busiest airport for 27 of the last 28 years. The constraint at a hub like this is not the gates, the fuel trucks, the baggage handlers, or the catering crews. It is air traffic capacity. Runway slots. Airspace. Taxiway windows. Once that capacity is full, no amount of extra ground crew or gate space moves one additional flight.
So watch what happens…
Planes hold on the ground at their origin because the destination cannot accept them yet. Aircraft circle in the air, burning fuel, because the runway is not ready. Gates wait for inbound aircraft. Ground crews wait between turns.
By traditional utilization standards, that looks inefficient. By system standards, it is exactly right.
The non-constraint waits so the constraint stays full.
That is what subordination looks like.
If the airport tried to maximize utilization of every gate, truck, and crew, the runway would still throughput the same number of planes per hour. The chaos around it would multiply, but the throughput would not.
How to Know You're Not Doing It
Here's something worth paying attention to: Look at your non-constraint resources during a constraint outage. If your constraint goes down for two hours, do your non-constraints stop too? Or do they keep producing parts the constraint won't be ready to absorb for days?
If they keep producing, you have not subordinated. You have built up future work in process, future expediting, future rework.
Ask yourself three questions:
What does the constraint actually need to run at maximum throughput?
Are non-constraints producing what the constraint needs, or what their own metrics tell them to produce?
When the constraint pauses, do non-constraints pause with it?
In a truly subordinated system, when the constraint stops, the rest of the system slows or stops with it. The discipline is in choosing not to fill the pipe with work that has nowhere to go.
Your June Challenge
This month, pick one non-constraint resource in your operation. For two weeks, stop reporting its utilization.
Replace it with one question. "Did the constraint have what it needed today?"
You may find your supervisors uncomfortable. You may find your operators relieved.
But what you will see is the system starting to breathe.
And once you see that, you will not want to go back.
